To continuously advance the high‑quality development of intelligent connected new‑energy vehicles, the Ministry of Industry and Information Technology (MIIT), together with the National Development and Reform Commission, the Ministry of Public Security, the Ministry of Transport, the Ministry of Commerce, the Ministry of Natural Resources, the Ministry of Housing and Urban‑Rural Development, the State Administration for Market Regulation and the Cyberspace Administration of China, has recently jointly issued the 15th Five‑Year Plan for the Development of the Intelligent Connected New‑Energy Vehicle Industry (hereinafter referred to as the Plan).
Anchoring
the goal of basically achieving new‑type industrialization, the Plan balances
development and security, takes high‑quality development as its main theme, and follows
the development orientation of intelligence, green transition and integrated
growth. It adheres to the principles of innovation‑driven growth, putting security
first, cross‑border integration, efficient
governance and open cooperation. The Plan seeks to further integrate scientific
and technological innovation with industrial innovation, leverage both domestic
and international markets and resources, make breakthroughs in core key
technologies, accelerate industrial optimization and upgrading, foster cross‑sector integrated development,
and improve the industrial governance system. It aims to break new ground in
global industrial cooperation, consolidate and expand China’s strengths in the
intelligent connected new‑energy vehicle industry, and
provide solid support for advancing Chinese‑style modernization and building China into a great
modern socialist country in all respects.
The Plan
defines development targets for the intelligent connected new‑energy vehicle industry during
the 15th Five‑Year Plan period. Adopting a
“1+4” framework, it sets out a series of development targets for 2030. The “1”
overarching target is to further consolidate the advantages of China’s whole
industrial chain for intelligent connected new‑energy vehicles and build China into a leading
automotive power. New‑energy passenger vehicles and
commercial vehicles will account for 70% and 40% of total new‑vehicle sales in their respective
segments. Large‑scale deployment of automobiles
with autonomous‑driving functions will be
realized.
The “4”
sub‑targets are as follows. First,
key technologies will be significantly enhanced. The average fuel consumption
of passenger vehicles and average power consumption of battery‑electric passenger vehicles will
reach roughly 3.3 liters per 100 kilometers and 11.5 kWh per 100 kilometers
respectively. High‑level autonomous driving will be
available on expressways, urban arterial roads and selected urban roads.
Second, industrial structure will keep improving. The overall labor
productivity will rise by 15% compared with 2025. A number of original‑equipment manufacturers will be
nurtured to rank among the world’s top 10, alongside auto‑parts enterprises in the global
top 100. Third, new progress will be made in international development.
Enterprises will continuously improve their global operation capacity. Chinese
automotive brands will enjoy high repute, and China will gain greater say in international
standards and regulations. Fourth, greater economic and social benefits will be
delivered. The automotive industry will further consolidate its position as a
pillar of the national economy. It will take the lead in peaking carbon
emissions and drive the supply chain toward accelerated green and low‑carbon transformation.
To
deliver these targets, the Plan lays out 17 key tasks under five categories:
boosting technological innovation capacity, advancing optimization and
upgrading of the industrial system, promoting cross‑sector integrated development,
building a sound and efficient industrial governance system, and opening new
horizons for global industrial cooperation. It also launches four major
projects: the Key‑Technology Breakthrough Project
for Intelligent Connected New‑Energy
Vehicles, the Standards, Testing and Evaluation Capacity Enhancement Project,
the Security Foundation‑Building Project for Intelligent
Connected New‑Energy Vehicles, and the Global‑operation Capacity Advancement
Project. In addition, three key initiatives are specified: the “AI +
Automobile” Development Initiative, the Key‑Component Ecosystem Development and Leading‑Enterprise Cultivation
Initiative, and the Application and Promotion Initiative for Intelligent
Connected New‑Energy Vehicles.
Going
forward, the Ministry of Industry and Information Technology will strengthen
inter‑departmental coordination and
central‑local collaboration to advance
the Plan’s implementation in a coordinated manner and facilitate high‑quality development of China’s
intelligent connected new‑energy vehicle industry.
